RAMALLAH, West Bank: Israel on Monday released 198 Palestinian prisoners in a move intended to bolster President Mahmoud Abbas, hours before Secretary of State Condoleezza Rice arrived in the region to try to nudge forward halting Israeli-Palestinian peace efforts.
